VILLAGE OF WARREN Regular Board of Trustees Meeting • Tuesday, December 9, 2014

On Monday, December 8, 2014 in the Warren Village Hall at 7:00 p.m.: • Members present were Wayne Raisbeck and Tom Fernstaedt. Also present were Attorney Michael Toepfer, Carl Andrews, Donna Breed and Cindy Brinker. Kirk Raab arrived at 7:03 p.m. • President Raisbeck announced the regular meeting of the Warren Village Board adjourned to reconvene on Tuesday, December 9, 2014 at 7:00 p.m. due to lack of a quorum present. Respectfully Submitted: Cynthia Brinker, Village Clerk Tuesday, December 9, 2014: The regular meeting of the Warren Village Board was reconvened on Tuesday, December 9, 2014 in the Warren Village Hall. President Raisbeck called the meeting to order at 7:00 p.m., Clerk Brinker recorded the minutes. Roll call was taken with Wayne Raisbeck, Jim Vance, Wayne Wubbena, Tom Fernstaedt, Jack Ditsworth, Kirk Raab present. Kate Green was absent. Also present were Donna Breed and Cindy Brinker. The minutes of the last meeting were presented. Vance made a motion to accept the minutes of the last meeting as presented, second by Wubbena. A voice vote was taken, all responding aye. Motion carried. The Clerk presented one additional bill to Ink and Paper in the amount of $78.54 to the bill list bringing the total to $21,456.31. After discussion Raab made a motion to authorize payment of the bills, with the one addition, second by Ditsworth. A roll call vote was taken, all responding with yes. Motion carried. Finance: No Report from Chair Raab Raisbeck asked Board/Committee members to begin budget work for the next fiscal year. The Board gave Raisbeck permission to meet with the Department Heads to begin the process. He will then set up meetings between the Board and Department Heads to go over budget items. Public Safety: No Report Buildings: Raisbeck reported a shop vac has been purchased for the Community House. The Festival of Trees and Christmas Walk went very well. The electric work is completed on the first floor and work on the upper stories will be done after the holidays. A presentation will be given at a future board meeting regarding an alternative heat system, geothermal heat, for the Community House. Raisbeck reported on-going issues with the present heating system. Streets: No Report Raisbeck reported the Village of Warren is on the January bid letting schedule for the sidewalk project. The price of the project has gone up approximately 15% per year since the beginning of the project or $71,000. Mostly due to delays/changes in design to appease state and federal regulations. Word from IDOT that additional funds may be available to the village and they will assist in applying for the funds soon. Ordinance: No Report Local Improvement/ Economic Development: No Report Personnel: No Report Sewer: No Report Water: Chair Wubbena reported all is going well while Todd Stone is on vacation. Zoning: No Report Unfinished Business: The Tax Levy Ordinance was presented. Raab made a motion to pass Tax Levy Ordinance #21 and Ordinance #120814 Abating Certain Taxes for Fiscal Year 2014-2015, second by Vance. A roll call vote was taken with Ditsworth, Raab, Vance, Fernstaedt and Wubbena voting yes. Motion carried. New Business: Employee Christmas Bonus. Wubbena made a motion to pay full-time employees $125 and part-time employees $50 with the Village paying the taxes, second by Ditsworth. A roll call vote was taken, all responding with yes. Motion carried. Raab made a motion to adjourn, second by Vance. A voice vote was taken, all responding with aye. Motion carried. The meeting was adjourned at 7:14 p.m.
